Verizon is allowing all their existing customers to ability to purchase the iPhone starting February 3rd 2011 at 3am EST.
This should answer all the questions of “when can I purchase the Verizon iPhone” if you go to Verizon’s website they even have a countdown so you can see all the way to the last second before you can order.
